Emacs 21.3 and 21.4 both include `unify-8859-on-encoding-mode' and it is turned *on* by default. (I didn't follow the complete thread, so I might have missed some detail.)
It's also on in my GNU Emacs 22.0.92 – ISO 8859-1 and ISO 8859-15 have only US ASCII characters in common ...
