How to redefine Parantheses?

I need German quotation marks « and » (ISO 8859 -1 Latin-1 171 and 187).
Alas, Emacs treats them as parantheses, which is sometimes disturbing. Is
there a way I could redefine what Emacs considers parantheses in order to
have those quotation marks treated as normal text?
