There are several ways:

Here's my toggle-fullscreen function (from Emacswiki):

;Full screen toggle
;courtesy of
(defun toggle-fullscreen ()
  "Toggle between fullscreen and partial screen display on X11;
courtesy of";
  (x-send-client-message nil 0 nil "_NET_WM_STATE" 32
                         '(2 "_NET_WM_STATE_FULLSCREEN" 0)))

Put that in your .emacs and call it at the end.

Use a shell alias

alias emacs='emacs -fs'
