Not necessarily when there are few buffers.  It is also useful when I
constantly switch between two or three buffers, even if there are 500
more.  That makes them close to one another in the buffer list, so
Next Buffer and Previous Buffer make sense.

No need to know the name of the mode: "M-x normal-mode RET" will
invoke whatever mode is defined to handle the file of that name or
with that contents (so you could, e.g., add a "-*- mode: FOO -*-"
cookie and get Emacs to turn on that MODE).
