I sent a bug report on a similar finding. For modify-frame-parameters
you can't set fullscreen and another property in the same command.
So I have
(modify-frame-parameters nil '( (fullscreen . fullheight) ))
(modify-frame-parameters nil '( (width . 170) ))
in one of my elisp functions.
