Well, this works:
setq-default ispell-program-name "C:/Program Files
(x86)/hunspell-1.2.8-win32/hunspell.exe")
all other versions don't.

It seems to be a Problem of the path to the dictionaries, from console:
C:\Program Files (x86)\hunspell-1.2.8-win32>.\hunspell.exe -d de_DE_frami
Hunspell 1.2.8

C:\Program Files (x86)>hunspell-1.2.8-win32\hunspell.exe -d de_DE_frami
Can't open affix or dictionary files.
C:\Program Files (x86)>hunspell-1.2.8-win32\hunspell.exe -d
hunspell-1.2.8-win32\de_DE_frami.aff
Can't open affix or dictionary files.
C:\Program Files (x86)>hunspell-1.2.8-win32\hunspell.exe -d
hunspell-1.2.8-win32\de_DE_frami
