No. The only reason why it doesn't use things like gccsense is for lack
of contributions that do that, nothing else, AFAIK.
Admittedly, one of the strengths of Emacs is to work "equally" well for
*many* programming languages, including exotic ones, and for that to
work we will often need/want Emacs's own infrastructure to do a lot of
work (otherwise it's terribly difficult to provide a standardized UI
behavior on top of functionality like gccsense which vary completely
from language to language).
