Yes.  A plugin which implements most of Vim or Emacs editing
capabilities in an existing IDE is much less work than building IDE-
like capabilities around an editor.  So true that the former has bees
successfully implemented (at least for the Vim-like part) by a one
person shop (AFAIK), the latter hasn't by a whole community.

The metaphor about Emacs modes was that you can easily implement modes
which work on a buffer, but as soon as you try to take control beyond
the single buffer, things get hairy (e.g.: you start fighting Emacs
popups which disrupt your frame configuration, etc.).  Of course, if
your goal were to implement a full-fledged Emacs-like environment out
of an IDE, things would get hairy as well.
