When I do

init.el
+ (define-key iso-transl-ctl-x-8-map "d" [?δ])
+ (define-key iso-transl-ctl-x-8-map "D" [?Δ])

I get

FWIW, I'm running 

$ emacs --version
GNU Emacs 23.3.1
