Well, I'm just going by the behavior of the current maintainers.  They 
aren't making the changes that people seem to want - at least not the 
ones that might gather lots of users.  So apparently these guys aren't 
all that concerned about who's using their product, or at least not how 
many people are using it.  Otherwise, I'd expect that they'd do things to 
attract more users.

Satisfying users may be a powerful incentive, but it certainly is not the 
only one.  Apparently, it is not the one that motivates the current 
maintainers.

And this is why I suggested that those who want changes to emacs consider 
creating a fork.  If they don't do that, they're going to just have to 
take emacs as it is - or go to another editor.
