I think you would need to modify the following part of src/print.c:

          if (c == '\n' && print_escape_newlines)
        {
          PRINTCHAR ('\\');
          PRINTCHAR ('n');
        }

(not sure how to tell PRINTCHAR to print ^J) and recompile Emacs.
