How do I enter a 'œ'?

Hello,

My keyboard layout lets me input the 'œ' character directly, but it does
not work with emacs. Starting a fresh (-Q) instance, and doing "C-h k œ"
gives me:


C-@ runs the command set-mark-command, which is an interactive
compiled Lisp function in `simple.el'.

It is bound to C-@, C-SPC.


Why is emacs interpreting that keystroke as C-@?
