Like this:

#xA0 ;; NO-BREAK SPACE
(vector (make-glyph-code #xb7 'nbsp-face)))
I'm with Stefan wondering why you'd need that. In addition to what
Stefan points out, I can suggest to take a look at whitespace-mode.
