You can download a zip file from the GNU ftp site containing a full
install of Emacs for Windows. As GNU is not reachable from here right
now, this is a mirror:
http://ftp.rediris.es/mirror/GNU/gnu/emacs/windows/
The latest version is emacs-24.5-bin-i686-mingw32.zip
Unzip it and you'll find a `bin' directory. For initiating Emacs execute
`runemacs.exe'.
