I think it's generally called "code folding".

However, it doesn't seem to understand html, i.e., only affects CSS definitions 
enclosed within curly braces, { and }.

Thanks, Jean-Christophe. I was digging into the code for hideshow, to see if it were doctorable to handle html and didn't think to search out a better solution. The first, html-fold, might be a better option.
