Note that accounting is disabled in the following cases:

     1. When the radius accounting packet lacks NAS-Port-Id attribute.
     2. When NAS-Port-Type attribute from the packet has value "Sync".
     3. When the username is "!root" (administrator access).
     4. The user's profile contains Acct-Type attribute that prohibits
        certain accounting type, e.g. Acct-Type = None or
        Acct-Type = System.
