[Help-gnu-radius] error: can't bind: Cannot assign requested address

I compiled and installed gnu-radius-0.96.2. 

users file:

   DEFAULT Auth-Type = System,
                Simultaneous-Use = 1
           Service-Type = Framed-User,
                Framed-Protocol = PPP

clients file:

   localhost              foobar


client.conf file:

   server local 127.0.0.1 foobar 1645 1646
   source_ip 127.0.0.2
   timeout 3
   retry 1

However, when I tried radtest and radauth, I always got

   error: can't bind: Cannot assign requested address
