   Thanks for the ideas. But I know that the bootloader is reading the
   grub.cfg file correctly.

   As I showed with the screenshot and original description, the boot menu
   says "The highlighted entry will be executed automatically in 5s" when
   GRUB_TIMEOUT=5. When I change this to -1, that message disappears. In
   both cases, the boot menu flashes on and then immediately disappears
   before it can even be read. (I used a camera to see it.)

   The question seems to be why GRUB does not respect the timeout?

   You are suggesting to basically delete the grub.cfg file by renaming
   it, right? Will that even allow my system to boot?!
