I don't think the compliance lab existed in 2002, but it was a
properly-assigned contribution to GNU by an active maintainer. I wasn't
complaining, just providing an example of what I thought was a strange
opinion on the defensibility of something specifically engineered for
legal reasons that wasn't even the first example in GNU; but I am not a
lawyer.
