The latest version of GNU make is 3.79.1. 3.79 was broken on NT. I
recommend you use 3.79.1.

Those are the only directions I'm aware of. If they don't work you will
need to send a detailed problem report (what does "won't work" actually
_mean_?).
I suggest you ask on the address@hidden as those folks have more
experience building and using GNU make on Windows platforms.
