This looks like a problem specific to the DOS/Windows version of make.
I suggest you ask on the address@hidden mailing list.
Be sure to supply the critical information you left out here, such as
the version of make you're using, what OS/version you are running on,
and where you got make or how it was compiled (for W32, or DOS, or
whatever).
