This adds a trailing "//%" to the end of the value of the $(lang_checks)
variable. This is an instance of the style $(XXX:yy=zz) where "yy" is
empty.
For example:
$ echo 'all: ; @echo $(FOO:=//%)' | make -f- FOO=bar
bar//%
--
