include or variable assignment in conditional

hi,

i got a question which i can't figure out from the manual (well actually it 
seems
like it's not possible from the manual and my trials but i wanted to ask someone
to make sure since it seems it should work)


i want to be able to include another makefile and assign a variable
from the conditional part of a target like this:

debug:
        include address@hidden
        DebugVar = some_value


but apparently i can not do that ???
or am i missing something ???
