Without knowing what DIRS and SUBDIR_MAKEFILE are, I'm not exactly
sure what you're trying to do. I use a non-recursive make but I don't
use $(eval). Is there a reason you can't just include the files
without the eval?

DIRS = foo bar
MAKEFILES = $(addsuffix /Makefile,$(DIRS))
include $(MAKEFILES)
