Which readme file?  If you are talking about README.W32 file that
comes with the source distribution of GNU Make, then the files
NMakefile and config.h.W32 are part of that distribution.  If these
files are not there, then maybe you didn't download the Make sources,
but rather a precompiled binary.  In the latter case, you should
already have make.exe (or some similarly named .exe file), which is
what you need.

If none of the above helps, please tell where did you download Make
3.81 from, and what files are in the archive you downloaded.
