It's in the distribution (at least for 2.0.13) at:

      doc/interpreter/octave.ps

Which reminds me to ask:

Why is the octave postscript manual formatted for A4 paper?
I tried everything I could think of (mainly with ghostview)
to print it on letter size (8 1/2 x 11) paper but the
printer refused. I finally settled on sending it directly to
postscript compatible printer, but it insisted on printing
it on 11x17 paper landscape fashion, so I had to cut it down
to letter size. A major pain on a 260 page book!

I can't say from experience, but would guess that if it were
formatted for letter size, folks with A4 paper could print
it okay.
