José,

I am one of the origional developers of the windows version of octave.  There 
is a problem with the instalition process that we have never been able to 
fix.  It does not seem to be on any certen platform, as all versions of 
Windows are affected, and it is very random.  The problem is that when the 
installer tries to untar  some of the files needed to be installed windows 
does not allow it enough environment space, and the install process dies.  It 
still says that the install was successfull, but this is not true.  I have no 
idea why this happens, or really how to fix it :(

If you have not already try this : add the following to your
config.sys and reboot

shell=C:\Command.com /e:4096 /p
