I'm almost 100% sure you have found the "broken LAPACK libs" bug that has been reported on this list. If you want 2.1.69 binaries that are already compiled, try the ones at
ftp://coffee.phys.unm.edu/pub/octave/RPMS/i386/
Be sure to download the blas and lapack packages that are included there, because the bug is there and not in octave.
