The NEWS file has not been updated in a long time, and at this point I
have no plans to update it for the eventual 3.0 release.

The src/ChangeLog file has entries for most changes to src/version.h.

There are links to two web interfaces to the CVS archive on the
download page of the octave.org site.

Yes, this would be useful, but again, is a question of resources.  It
would be useful if someone would like to volunteer to maintain such a
list, or maintain some kind of NEWS file but I'm unlikely to do that
myself.
