I'm not a windows expert, but if you are starting Octave using some
shortcut or menu item, then I think you want to edit the properties of
the shortcut or menu item.  I think you should be able to specify the
font for the Octave terminal there.

But you said you are using 2.1.31.  Why?  That is really very old.
I'd recommend installing 2.1.71 from the Cygwin archive at
www.cygwin.com.
