Well, I wasn't here a year ago, but I think you are asking a somewhat 
ill-posed question.

No, the toolbox is not implemented per se, but many of MATLAB toolboxes' 
functions are often found in Octave Forge.

Just check.

Octave is freely available under the terms of the GNU GPL.
