Paul,
On Debian testing I get :
octave:1> listen(1234,'debug')
listening on port 1234
trying to accept
"Here I pressed ^c ^c"
Press Control-C again to abort.
"I pressed "^c again"
panic: Interrupt -- stopping myself...
attempting to save variables to `octave-core'...
save to `octave-core' complete

I don't have "octsync.tcl". Should I have it ?.
