Octave uses gnuplot as the default plotting interface. You need to
install gnuplot in order to be able to plot with Octave (but there are
some alternative plotting interfaces, like plplot or Octaviz for 3d
graphics).
With all APT-based distributions under GNU/Linux that I know of,
gnuplot gets installed by default when you request to install Octave,
so I guess you must be using either a non-APT distro, or another
operating system entirely. In either case, please consult the relevant
documentation on how to install Octave and gnuplot:
