also, what about EPICS?

EPICS is a set of Open Source software tools, libraries and applications
developed collaboratively and used worldwide to create distributed soft
real-time control systems for scientific instruments such as a particle
accelerators, telescopes and other large scientific experiments.

The list of supported hardware includes GPIB devices [1], and it provides
two Matlab interfaces [2]:

- LabCA: Matlab & Scilab interface to Channel Access (SLAC) [3], and
- MCA: Channel Access client library for Matlab [4]

Last, the EPICS license would seem to be ok [5], though I'm not an expert.
