By update I presume you mean placing a new package for download in the
sourceforge file release system. This is not that easy as it stands as

1) You need a new version number for the package so that the users that
already installed the package and update it
2) This implies that the name of the package as it appears in the
octave-forge web-pages needs updating
3) The bundle of packages must also include the updated package and must
also for the same reasons as above have a new version number
4) The packages.md5 sum file, that I hope someone will use to write an
automatic update facility in the future with urlread, must be updated

This is quite intrusive and so a new package release essentially means a
new octave-forge release at this point..
