I'm working on something different, but I just installed octave2.9-headers, and I notice that I now have /usr/bin/mkoctfile2.9 but not /usr/bin/mkoctfile. This will cause problems for scripts that expect the second of these two. A quick simlink solves the problem. M.

I got octave 2.9.12 from debian archive. It seems that there is no
octave-devel package in debian archive, may be it hasn't been put into

Perhaps your problem is this bug:
  http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=420079

If it is then installing octave2.9-headers should help.
