Mingw binary packages are being worked on, but there's nothing completed
yet (AFAIK). The available binary package has been built using MSVC. To
compile oct-files, you must then use the same compiler to be able to link
against octave libraries (this is mainly due to the fact that octave
is written in
C++ and MSVC and Mingw do not use the same ABI).
