Hi Robert, 

the setup of the Octave lists is such that a simply "reply" will only
send your message to the last person. Please choose "reply-all" (or how
it's named in KMail).

I guess the answer "reading" is not what you want. The relevant PDF file
is in 
        /usr/share/doc/octave2.9-doc/octave-a4.pdf.gz
There are more PDF files in this directory.

For the HTML files, you should look in 
        /usr/share/doc/octave2.9-htmldoc/
especially in 
        /usr/share/doc/octave2.9-htmldoc/interpreter/index.html

Not about Octave, but helpful:
If you want to know where a .deb file puts its content, look in 
        /var/lib/dpkg/info/PACKAGE.list
ie 
        /var/lib/dpkg/info/octave2.9-htmldoc.list
