pkg proglem : oct files were not copied to the

[Tatsuro MATSUOKA]

I was silly I did not have any .oct files by pkg command for my cygwin 
octave-2.9.15.
I confirmed the mkoctfile worked correctly.

xlsread.m and other :.m files were copid to 
/opt/octave/octave-2.9.15/octave-forge/main/io-1.0.3
is correctly.

What was the possiblity?
