Hi. I run Gutsy, which doesn't have the latest Octave either. For that
reason, I pulled the latest version from the Debian repositories. You
can find my package at [1]. The deb package is unlikely to work in
Feisty, but recompiling it for Feisty shouldn't be too hard:
1) Pull octave2.9_2.9.16.orig.tar.gz and octave2.9_2.9.16-1.diff.gz from [1].
2) Unpack both files.
3) Enter into the source directory and patch by doing patch -p1 <
../octave2.9_2.9.16-1.diff.
4) Build by: "dpkg-buildpackage -rfakeroot -b". For this you need at
least "build-essentials", and probably a good deal of other packages,
but you'll hopefully be told which ones are needed.

Good luck.

(If things don't work, I'm sure someone out there has packaged the
latest Octave for Feisty. If not, my package will at least work
when/if you upgrade to Gutsy).
