Note for mkoctfile (and pkg install ) for MSVC-octave re-revised

Hello MSVC-Octave users

As nobody has helped me, so that I have helped myself :-).

I unstalled vc++ 2005 express once and re-install from the indicated the 
previos mail

The re-install process was done with success. 
So I re-revised the 'Note for mkoctfile (and pkg install ) for MSVC-octave' 

There remains a MSVC++ 2008 problem at the moment.  The clues are decribed in 
the referenced threads
on the Nabble on my web page.  I hope that challengers will come up and defete 
the problem.
