I had a quick look at the WavelabOnOctave page and it seems quite
outdated. Have you tried the Matlab installation instructions given by
the Wavelab people? In general, what have you tried? You're not giving
us much information to work with, so it's hard to help you...

64 bit is fairly well supported on Octave (I use it work without any
problems at all), it is, however, non-trivial to setup since all support
libraries (BLAS, SuiteSparse, ...) have to be build with 64 bit support.
I don't think anybody has build a 64 bit version for Windows (does 32
bit Windows even support 64 applications?).
