I don't know whether better solutions exist, but I am using the
following in my /~.emacs initialization script and it works:
(autoload 'octave-mode "octave-mod" nil t)
(setq auto-mode-alist
(cons '("\\.m$" . octave-mode) auto-mode-alist))
(I'm using Ubuntu 6.06). This would be a workaround rather than a true
solution to your problem, but anyway...
