the package "bim" from octave-forge ( http://octave.sourceforge.net/bim/index.html
)
implements a discretization method for PDEs that can be interpreted
either as a
Finite-Volume or as stabilized Finite-Element Method.
It can read meshes generated by "gmsh" ( http://geuz.org/gmsh/ )
through the wrappers
in the package "msh" ( http://octave.sourceforge.net/msh/index.html )
