I don't know what your application is, but I don't know of any common use of a 24 bit floating point format and I don't think that any exists within octave.  Though, I believe that the number of bits a single or double precision number uses is dependent on the CPU (I think?), but, as far as I know, single is usually 32 bits and double is 64.
