This is just my personal opinion:
1. Because you increase startup time and resorce consumption by loading a
bunch of available packages by default even if you need only one or two or
none at all.
2. Packages (there are not only octave forge packages!) can also include
conflicting function definitions which leads to a mess if you load conflicting
ones.
3. Documentation: If the main scripts start with explicit calls to pkg load
then I know which packages are needed later simply by reading the script and
without guessing or the need to document it outside.
Of course your mileage may vary.
