cs.h is included in the libSuiteSparse-devel package

$ cygcheck -l libSuiteSparse-devel | grep cs.h
/usr/include/suitesparse/cs.h

to see it, try

$ gcc -E -dM - </dev/null | grep CYGWIN
#define __CYGWIN__ 1
#define __CYGWIN32__ 1

if not, than you you should ask on the cygwin-help mailing list for
specific WOW64 issue.

'make' still produces the same error as below.

are you sure that you have a pure cygwin environment ?

--x-includes=/cygdrive/c/MinGW/msys/1.0/X11R6/include

are you eventually mixing cygwin and mingw ?

not related, but both curl and qhull also are available on cygwin

$ cygcheck -c -d | grep curl
curl                           7.20.1-1
libcurl-devel                  7.20.1-1
libcurl4                       7.20.1-1

$ cygcheck -c -d | grep qhull
libqhull-devel                 2010.1-2
libqhull_6                     2010.1-2
qhull                          2010.1-2
