I agree with difficulty involving 'gzip'. In octave 3.3.90:
octave.exe:2> pkg install octcdf-1.1.1.tar.gzunable to start subprocess for `"gzip -d -c "c:\Users\s-dickson\Downloads\octcdf-1.1.1.tar.gz" | tar xf - 2>&1"' error: called from `unpack' in file C:\Octave\3.3.90\share\octave\3.3.90\m\miscellaneous\unpack.m near line 175, column 23error: called from:error: C:\Octave\3.3.90\share\octave\3.3.90\m\pkg\pkg.m at line 729, column 5 error: C:\Octave\3.3.90\share\octave\3.3.90\m\pkg\pkg.m at line 354, column 9octave.exe:2>
