So, the file is there, the listing works fine, but no file i've tried is
downloaded (not only mine, and not only the one i've mput-ed). Switching to
another server does not change anything, that readme fails as well.

I tried also the example with the README under Linux with Octave 3.4.3 and it worked just fine...

Did you try to turn off the firewall?

I understand correctly and you are sure that the problem is only under octave (i.e., you can access your ftp file from the OS)?
