dir() in Octave will give you a directory listing -- look for "TestData.csv". If
you don't see it, then neither does Octave unless you have a full path name.

pwd() will tell you your current directory, if nec.

Not that I can see, but you never know... 

What octave version are you running?

Make sure you run "help dlmread" and read what you see.
